Updated the FCREPO ENV Variables to be inline with Hyrax v3.4.2 helm chart variables

Updated the README with ENV Variables, what they are, the default value and whether or not they are used exclusively for development or testing purposes.

Updates fedora.yml to utilize the new ENV Variables (took from Hyrax and adjusted).

Removed FCREPO_URL as it is not being used in the Hyrax v3.4.2 helm chart.
