I have the same problem, tried using 13.04 instructions , but getting the following error -

$ sudo apt-get install ibus-avro-quantal
Reading package lists... Done

@iqbalnaved

I installed Avro but now don't see ibus when I type in the dashboard. :(

Sorry for speaking too soon, my installation was ok, but I couldn't find
ibus. The problem isn't solved, but I just gave up and instead started
using a online bangla keyboard :(

You wont find ibus in dashboard. IBus sn integrated inside ubuntu in saucy. Use "Text Entry Setting" from the input menu in taskbar.

@sarim Khan I added bengali in 'input sources' tab, but where is the
phonetic keyboard support?

I did the way you've written it but in text entry settings input sources
there is no Bengali (Avro phonetic)!

I had a similar issue on my LinuxMint 16(Ubuntu Saucy). I just opened up the Input Method app and set ibus as default. And then ran ibus-setup. And then reboot(or Ctrl-Alt-Backspc). And then i got the Bengali Phonetic input method. May/maynot work as this was on a for of Ubuntu. So give it a try anyway
