I think it really depends on your chain, not Cosmos in general. For Tgrade we explicitly decided to use the same prefix for mainnet and testnet for simplicity. However it is perfectly possible and reasonable to have a different testnet prefix. E.g.

We realized that other cosmos chains ommit the testnet prefix and that this works for us too.
