É necessário adotar um padrão. Por favor, cheque a documentação do PMC como deve ficar no XML o elemento xref para intervalos.
Ou se usa xref para cada referencia ou um único xref para o intervalo. Qual será o correto?

Há diferenças entre a JATS e a v3.0 como segue.
Facilitaria se adotássemos a versão v3.0.

Acho que não. Não é devido a diferença de versão. Acho que isso foi coincidência.
