Just noticed that and posted here to do not forget.

Quick investigation: doc/source/api_changes.md is not up to date.

The changes reported in this files seem to be only for the deprecations, not the api changes.
Ex: https://github.com/scikit-image/scikit-image/blob/main/doc/release/release_0.15.rst

I think we could generate this file by collecting deprecation + api changes sections in release notes.
