We should check if panels other than the first Color preference pane have actually been initialised. This can be done by comparing the preferences set in that pane and seeing if they are all black.

We now check if all of the Color and Programming Tools panels all have colours
which appear to be black, and check if the width of the right-hand line from
the Editor>Display panel is 0. If either happens, we give an error.
