Added a tox test enviroment
docsthat checks sphinx html build and runs linkcheck. It's in travis-ci allowed failures to avoid false negatives by timeouts on links checks.hg.scrapy.org and directory.google.com domains are ignored in linkcheck builder until corresponding doc files are updated.
