Mostly a bugfix release to deal with regressions due to the build system move.
Important changes:
- Install .ui file for GUI
- Fix compilation of LaTeX dictionaries
- Compatibility with older meson versions
- Ensure CSV files are opened with UTF-8 as encoding
- Update compatibility to newer python versions
