I've noticed that there is more than hundred contributors and no licence has been defined for this repository. I've seen that the licence of semver is CC BY, but what is the licence of semver.org code files ?

My guess is that there is none, and I suggest defining one asap (e.g MIT Licence like the docker files), to avoid legal uncertainty.

From package.json, it seems that it is ISC? I mean, it is similar to MIT, but it's still a different one.

IIRC it's just a default setting of npm init.

I guess MIT or Apache-2.0 works fine, @semver/maintainers do you have any preference or concern for the license of this repo?

I am happy with whatever, it should be not restrictive. I think you could make a tiny argument that ISC is the license to pick since it's the only documented license, even if it were the accident, and in theory, this would be "re-licensing" and so we'd have to talk to everyone.
