ci: Install Ubuntu dependencies for fake audio output #31070

Before running tests, try to install some dependencies in order to allow
fake audio output on the GitHub runner. This is a speculative fix for
flaky webaudio tests.

Fix found here: actions/runner-images#1114

  • ./mach build -d does not report any errors
  • ./mach test-tidy does not report any errors
  • These changes fix #___ (GitHub issue number if applicable)
  • These changes do not require tests because this is a CI change.
