This uses the same libxml helper as Nokogiri and libxml-ruby. Because Oga doesn't raise errors for XML such as "<foo></bar>" the test covering this is disabled for Oga.

I adapted this based on the existing libxml/Nokogiri code, if any further changes are needed just shoot.
