Our FAQ is currently only visible on github. It should be built into the tutorials, as well, to make it easier to discover for those browsing the generated docs on appspot.

Build the FAQ into the tutorials
0283935 
The FAQ file had to be moved into the tutorials folder to make this
work for some reason.  JSDoc did not want to take "../faq" as a name.

Closes #865
