Multitoken mode is no longer displaying complete list of languages

Expected behaviour

When accessing to the multitoken configuration in the module BO, we should see the list of all shop/lang in order to be able to add a new token for a specific shop/lang.

Actual behaviour

Since changes made in 4.6 with tokens, only the list of existing token is displayed in the configuration. We can no longer add new token from the BO.

Steps to reproduce the behaviour

On 4.6 dev branch when accessing to the module config in BO when multitoken is enabled.
