Add discussions for repositories

[haydentherapper]

Some repos already had discussions turned on. I added the ability to configure discussions in github-sync.

Repos: Cosign, Rekor, Fulcio, policy-controller, gitsign, protobuf-specs, community, sigstore

It looks like the previous PR didn't apply - https://github.com/sigstore/community/actions/runs/4940270942 probably due to GHA outages. it'll apply with this PR
