Summary
This fixes an error in the documentation where the RPM is downloaded as
cosign-${LATEST_VERSION}-1.x86_64.rpmbut attempted to be installed ascosign-${LATEST_VERSION}.x86_64.rpm.Release Note

Resolves #273 and related to #282. The documentation seems to have been partially fixed since 282. The curl command was updated, but the rpm command wasn't.
