BUG CSV Export functionality doesn't respect UTF8 extended characters

I'm not sure 3.x will see any more love around this; I did quite a bit of investigation in the BOM stuff and it was a pain. I'm loathed to handroll code to fix this. There's no realistic league/csv version to use that matches our PHP version requirements so I think think this is going to remain an issue except when someone decides to create their own UTF-8 exporter.

I've tried it with a Arabic HTMLText field in SS4 and it definitely work.

Closing as this is a SilverStripe 3 only issue.
