expose sync status in ui

Ability to pause syncing on the Manager Tab - It'll be cool to be able to toggle sync on/off without having to the disable extension.

You can do this now by setting the sync interval to 0, but it's kind of hidden away. Maybe some kind of "sync status" page would be good? I'm picturing exposing the attempt/retry/failure/success metrics, time of the last sync, and options to control how syncing happens.

This is something I'm thinking about again in the context of automatic reloads (#157). The better we understand how syncs are going, the better we'll do in detecting good times to reload.
