Update Workflows to reflect new Labels #10026

Following an internal review of our Issue and PR labels, the decision has been reached to slim down the total amount we use, combining some frequently automated labels too. This PR serves to update our automations, allowing for a relatively pain-free update to the labels!

List of revised labels is as follows:

✅ KEEP

abandoned
awaiting reply
breaking change
dependencies
docs
duplicate
in discussion
incomplete
meta
new icon
out of scope
package
pending
release
skip release note
won't add

❎ REMOVE

changes requested
deleted
help wanted
icon data
performance
potential duplicate
question
removal request
reverted
tracking
website

📝 RENAME

from raster ➡️ vector unavailable
icon outdated ➡️ update icon/data

🌟 ADD

assessing (see #9979)
permission required
