CompatHelper: bump compat for "Distributions" to "0.24" #4

This pull request changes the compat entry for the Distributions package from 0.17,0.18,0.19,0.20,0.21,0.22,0.23 to 0.17,0.18,0.19,0.20,0.21,0.22,0.23, 0.24.

This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.
