Revert "hwcan: Increase the number of voice call and media volume steps"

* Raising the media volume steps does nothing but making it harder to go to higher volume. I can barely hear the sound on the first steps.
* It looks like the incall volume can't be lowered / raised anymore with latest build, so i assume that ro.config.vc_call_vol_steps is the culprit.

This reverts commit 98b5801.
