add an "fps" option #24

The option can greatly reduce CPU usage (from 20% to 10% while idle on my PC) even with default value which is 60.
Might not be the "fps" in the conventional sense. More like a tiny delay in rendering. Still looks good, with much lower CPU usage.

FYI I moved the fps option to the entry file instead of hyper config file.
