semconv was extracted outside the opentelemetry bom and will have its own lifecycle.

@cescoffier We need it ASAP. It's a blocker for the Quarkus upgrade. See: quarkusio/quarkus#36644

@brunobat I planned to cut the release today but there is a problem with the tracing propagation in Quarkus. Possibly because of #2342. I am looking for a solution.
