Can't add any users to gitstack

Whenever I try to add a new user to my git I get an error: "can only concatenate list (not "str") to list"

I am running GitStack 2.3.5 on server 2012. I have a 10 user license and only 4 users in the system.
I was planning to upgrade to the newest version 2.3.8, but I was wondering if
A - Our license may have run out, would that cause this issue?
B - Will that correct the issue ?

You can keep the same license file. However, the error which you are having
show that something might be corrupted somewhere in your installation. The
upgrade won't fix the issue. Would you be able to send me your full
environment in a virtual machine? We are having a hard time to find the
root cause of the issue.

Hey Poiuytrez

Our gitstack is running on a VM in azure. Do you need the entire enviroment as is? and if so send me an E-mail so I can get you what you need to fix it. In the mean time we are kinda.... stuck till we can resolve this.
