Update CLI instructions for new releases, Add Scoop for Windows #2229

Background

  • We now use JReleaser for releases, and it packages artifacts as zips
    • Install instructions are updated to reflect this change
    • 1.47.0 was executed using the existing release mechanism AND JReleaser (which is why it has zips and tarballs)
  • The CLI is now vended through Scoop for Windows: https://github.com/smithy-lang/scoop-bucket

Testing

  • Ran the manual install for local machine (Mac ARM) for 1.47.0
  • Ran the manual install on a Windows machine for 1.47.0
  • Ran the scoop install on a Windows machine for 1.47.0
