Whats the best way to create new icons?

Hello,

all icons in this repository are in different sizes. If one would start creating icons do they necessarily all have to be in different sizes? Would it be possible to just create .svg's? AFAIK svg should scale to any size.

I would like to fork the repo and use the icons (I really like them) to create pure black/neon green icons.

Second question would be where do I have to add for example a chromium icon such that it is taken as the default? Currently I copied the .desktop file to ~/.local/share/applications, and changed the icon path, but this doesn't seem like the correct way to do it.
