[libsaithrift-dev]: Enable building libsaithrift-dev and pythonthrift libraries

I restored building of libsaithrift and python-saithrift libraries, which is required for tests with saithrift.

Updated sairedis with updated SAI. Restore commented out code, fix versions

I'm going to make the infrastructure for building libsaithrift better. For example make the version defined outside in one place.

since the SAI headers are the same now, we probably do not need to build python-saithrift for each platform.
