Add missing RBI definitions for Ripper::SexpBuilder and Ripper::SexpBuilderPP #4810

These classes are in stdlib (and are used by solargraph)

Motivation

Increasing stdlib coverage.

Test plan

As far as I can tell, there are no automated tests for these? Please advise.

We have a policy of testing changes to Sorbet against Stripe's codebase before
merging them. I've kicked off a test run for the current PR. When the build
finishes, I'll share with you whether or how it failed. Thanks!

For future readers: this method seems to have been added in Ruby 3.0; this method is not present in Ruby 2.7.
