  1. [pcp] collect 12 newest pmlogger files regardless of size 

    - collect reasonable count of pmlogger files instead of sizelimit
 - (configurable via pcp.pmloggerfiles plugin option
- prevent pmlogger/pmmgr binary files to be truncated/tailed

Resolves: sosreport#1496
