PART OF #1796 Requested by product. This PR updates to disable inline chat when chat panel is enabled. Inline chat is also now disabled by default. The inline chat feature is deprecated in favor of the experimental chat panel. This change disables inline chat when the chat panel is enabled. ## Test plan <!-- Required. when we move to the new chat UI at GA, the old UI will be removed with inline chat, and they will not be set behind any feature flag
before GA, we will keep it behind the feature flag so anyone with the new chat UI turned on should not see Inline Chat
