Description

right now each rule has individual 30 min delay, but not overall delay, so you could have 2 shuttles back to back in 5 minutes but not the same type.

this might be desired but also might not, which would then be fixed by having weighted random to load a random shuttle rule

Yes, having all the shuttle types count as a single rule would definitely be preferred.
