Test Jdaviz with bqplot PR 1531

Description

This pull request is to enable testing of Jdaviz with bqplot/bqplot#1531 but against its 0.12.x branch (mariobuikhuizen/bqplot#1) due to #1776 getting stuck.

Mario said we should revert #1718 .

• Do we also have to revert feat: remove vue_relayout, this is no longer needed #1777 to close Revert PR 1777 when bqplot/bqplot#1531 is released? #1782 ? Mario said no need.
