Notification throtteling per failure?

We use this package to ping a few of our domains, amongst other checks, but noticed the following:
when a check fails we receive a notification and the notifications get throttled for 60 minutes, as configured.

But when another check fails we won't receive a notification for this new failure until the 60 minutes are over.

The notification throttle works per notification, not per failure+notification.

Does anyone know a workaround for this?
