Describe the bug
I was recently offline for a few days and had to pull my laptop out on day 3 to do some work. Quite quickly Ray had a pop up complaining that it couldn't verify my license and that the product was not active. Not only was I unable to use Ray (despite having an active license) but there was no way to close the pop up window which was forced on top of all my other windows. The only solution I had was to kill the Ray process directly to close it.

Steps to reproduce the behavior:
Go offline for a couple of days
Use Ray
Run into a license pop up after
Expected behavior
As long as I have an active license I'd like to be able to continue to use Ray whether or not I have an internet connection. I travel somewhat frequently and it's not unusual for me to be offline for a few days and that shouldn't render my paid products un-usable.
You shouldn't have to kill the process to get Ray to close in this situation. I should be able to exit out of the license window and that should close Ray.
