Describe the bug

Not functioning offline. The issue has been reported in #720 in 2022 but ignored.

Versions

Ray version (you can see this in "About Ray"): Version 2.7.5 (2.7.5)
PHP version: 8.3.0

To Reproduce

Steps to reproduce the behavior:

1. Start the application while not connected to the internet.

Expected behavior

It should work.

bump up, same issue here, I love working distraction free, offline, but Ray is unusable in this moment...
