4. Comments: The license exception was found during audit of an existing Fedora package. It is marked as allowed in Fedora: https://gitlab.com/fedora/legal/fedora-license-data/-/issues/287.

As @richardfontana noticed in the Fedora issue, the text mostly matches GPL-3.0-linking-source-exception. There's one difference in the phrasing ('Seafile Ltd. grants you') and the exception is used in combination with GPL-2.0-only.

name of the library is already accommodated via markup. I created #2122 to add markup for the name of licensors.

do we need to add as optional (also) the beginning statement This program is released under GPLv2, with the following addition permission to link with OpenSSL library.??

+1, thanks @jlovejoy.

I don't think we need to add the beginning statement; to me that looks more like just declaring which license / exception applies rather than being a substantive part of the license or exception text. That said, I could be persuaded otherwise. Thanks!
