texinputs/sphinx.sty "inputs" pdfcolor.tex which is no longer present in TexLive

With recent development and cleanup at TexLive, the file texmf-dist/tex/plain/misc/pdfcolor.tex no longer exists.

sphinx/texinputs/sphinx.sty still inputs this file:

#!latex

  \input{pdfcolor}

... and causes an error when developers use Sphinx and the latest version of TexLive to produce PDF documentation. For example, this Julia Documentation Issue is caused by this Sphinx reference to pdfcolor.tex.

As the original pdfcolor.tex file was only intended as a sample usage file, will Sphinx stop using it in favor of something distributed with Sphinx?

pdfcolor.tex may be returning to the TexLive runtime soon, so this may have been a false alarm. Will report back on TexLive decision/actions.

TexLive may reinstate pdfcolor.tex in their runtime.

Due to popular demand, TexLive reincarnated pdfcolor.tex as texmf-dist/tex/generic/pdftex/pdfcolor.tex. texinputs/sphinx.sty works fine again.

TexLive made a change, so nothing needs to be done here.
