Updates the action, orbit and resource ID representations used in the authorisation tokens. This corresponds to Kepler PR #83. Specifically:

  • changes Authenticator function params to be simpler and match new URI model
  • makes orbit ID generation deterministic and user-decidable
  • re-organises the ZCAP-LD invocations to have one target and action, with delegations having a list of resources

Just had a thought, we'll need a way to notify non-bootstrap peers of eachother, in the case where there are no bootstrap peers over which they can communicate.

Yeah, either somehow in the peer delegation or RPC style maybe?
