The test site created for the app will need to break inheritance and add the developers to the web as owners. We will need to create a custom permission level to ensure the approver has rights to manage the sub-webs.

Shouldn't the Sponsor's group have permissions to the sub-webs, along with Approvers as a backup?

In your case yes, but in my case no based on the configuration of who does what.

Two things going on here:

1. Permission Level - To ensure we don't need to give owner rights to the root web
2. Test Web - Need to break inheritance and ensure the developers are owners of their site
