- Enable static code checks in ardupilot_gz_gazebo

- Enable static code checks in ardupilot_gz_description
  - Run all common linters.

- Enable static code checks in ardupilot_gz_bringup
  - Apply flake8 extend-ignore.
  - Format launch files with black.
  - Apply common linters.

Enable static code checks in ardupilot_gz_application
