This is the first of I presume several PRs related to renaming mediator to minder.
I'd number each one so we can decide the order of how we merge them.

The changes here are a direct replacement of
stacklok.com/mediatortostacklok.com/minder.Goal
The goal at the end of this effort is for
git grep mediatorto not output anything left.
