Reorganize Common Services

Part of the refactoring includes a rename of common to "services" more in line with the desired client/service API model.

Where is the refactoring being tracked? I wanted to add that it would be great if get_kept_samples and features of the fit summary were included since they are implemented in PyStan, RStan, and CMDStan

The reorganization
referenced in this issue is not adding any new code, just renaming things
to make further refactoring easier.
