Duplicate IDS error when reordering pages with Stache enabled #2515

Describe the bug
When reordering pages with the Stache enabled (don't update on every request), Statamic return a duplicate IDS error.

To Reproduce
Steps to reproduce the behavior:

Set the Stache enabled
Go to pages
Drag page under another
See error

Expected behavior
The page should be moved under the parent and it shouldn't return in previous position

Statamic Version 2.11.20
Fresh Install or Upgrade: Upgrade, but the bug there was also in 2.11.15
OS: macOS 10.15.3
Browser: Chrome 81
Web Server: Apache for production env | Valet for development env
PHP Version: 7.3
Addons installed: Mix | RedactorPlugins | Sitemap (private addon for sitemap generation)

There's a few issues with duplicate IDs and Stache getting corrupted, but they haven't been resolved yet.
