This task is kindof a duplicate. There are already separate tasks that split this one in multiple smaller ones, like:

this for the bottom checkboxes: Add checkboxes for admin features in create new community #5660
this for the banner Community Banner #5118
this for enabling pins by anyone Add option for all users to pin messages in community #5662
