This enables module specifiers like: * `import "https://unpkg.com/can@5/core.mjs";` * `import "http://unpkg.com/can@5/core.mjs";` * `import "//unpkg.com/can@5/core.mjs";` Closes #1450

Currently this is disallowed, but with native module now existing we want to be able to support this, especially since this will be needed to build out projects developed this way.
