This banner can be used for any announcements that affects the stellar network.

Some sample use cases:

notifying the community of upcoming protocol upgrades and the time when it is expected to trigger
successful upgrades to the protocol version of the network

Here's a sample of a banner created by hacking the inline html to better convey the issue:
