This moves the
protocol-next/xdrdirectory to point to the brand newgithub.com/stellar/stellar-xdr-nextrepository, which we can use to at least follow changes happening upstream and integrated intors-stellar-xdrfor vNext.cc @leighmcculloch @jonjove @sisuresh @jayz22
