rtNEAT adaptation for Godot

Hello and welcome to the wiki. This project is tied to my bachelors thesis "Real-time genetic algorithm library for the Godot game engine". This project is far from completely finished, however it is an initial base for further development and adaptations for real-time adaptations for NEAT by Kenneth O. Stanley.
