make nlopt_stop_xs consistent with nlopt_stop_x #258

Like nlopt_stop_x, the nlopt_stop_xs function should stop only if all of the variables are converged to with the given tolerance, not if any of them are. Reported by @aitap in #183 (comment)

(It doesn't seem like this function is used anymore, so the bug shouldn't affect anyone. Still, it's better not to have this problem sitting in the code.)
