What does it do?
Update Yarn to the latest version.
Why is it needed?
The purpose of this PR is the same as #18447.
Plugins are now built-in by default and include many improvements and bug fixes. And getting back the cache at the global level, just like in v1 (or pnpm), allows you to take advantage of it across many different projects.
How to test it?
Testing with a CI should be enough.
