Describe the bug

File scoped STRDIAG001, file scope is not a normal accessor like public/internal so its not handled

To Reproduce
Steps to reproduce the behavior:

  1. create a file scoped class
  2. add datacontract
  3. no warning

Expected behavior
get a warning of strdiag001
